Dispatch Routing

Dispatch routes to local-falcon-tool when the prompt involves:

• Trend analysis: “How has ranking changed over time”
• Campaign setup: “Set up recurring scans”
• Falcon Guard: “Monitor this GBP for changes”
• Historical comparison: “Compare this month to baseline”

For current-state scans without trend needs, LocalSEOData is typically used. Local Falcon adds when historical context matters.
